πΉ The Development of Independent Language Learning (ILL)
In the 1980s, language researchers began searching for more effective ways to teach foreign languages. Many students studied for yearsβyet still struggled to speak with confidence.
Traditional approaches emphasized grammar and structure. With the rise of Communicative Language Learning (CLL) in the 1980s and 1990s, classrooms shifted toward real-life communication and interaction.
Later, educators adopted eclectic approaches, blending methods to suit different learners and learning contexts.
Independent Language Learning (ILL) emerged as a student-led version of this eclectic approach. Learners choose the methods, activities, and materials that best match their goalsβboth inside and outside formal classes.
πΉ An Important Language Learning Ladder: The CEFR
In 1996, the Council of Europe introduced the
Common European Framework of Reference for Languages (CEFR)βa major turning point in language education.
π What the CEFR Provides
- π A clear set of skills for progressing in any foreign language
- π¬ Student-centered βI canβ statements
- π A six-level proficiency scale
π CEFR Levels
| Level | Description |
| A1βA2 | Beginner |
| B1βB2 | Intermediate |
| C1βC2 | Advanced |
π‘ Skill Categories
- π Reading
- βοΈ Writing
- π§ Listening
- π£οΈ Speaking (Production)

π Examples of βI canβ Statements
- π’ A2: βI can describe myself and my family in simple terms.β
- π΅ B2: βI can explain my opinion on a proposed plan, including pros and cons.β
With the CEFR, learners can:
- π Self-assess their level
- π― Set personal goals
- π Track progress over time
Today, the CEFR is widely used in classrooms, textbooks, and international exams worldwide.
πΉ The European Language Portfolio (ELP)
In 2001, the European Language Portfolio (ELP) was introduced to help learners apply the CEFR in a reflective and personalized way.
Today, it is used in:
- π« Schools
- π Universities
- π§βπ Adult education centers
(including Europe, Japan, and Colombia)
π The ELP Has Three Sections
πͺͺ Language Passport
A summary of your language abilities and CEFR levelsβoften used in CVs and job applications.
π§ Language Biography
Helps learners:
- Set goals
- Self-assess across skills
- Reflect on intercultural competence
π Dossier
A collection of evidence such as:
- Written work
- Audio recordings
- Test results
All linked to CEFR goals.
πΉ How the CEFR and ELP Work Together
Effective language learning requires:
- π Reflection
- π Structure
- π οΈ Practical tools
Students are encouraged to explore:
- Their personal learning styles
- Learning logs and action plans
- CEFR self-assessment and goal-setting
π§ A Practical Starting Point
- Evaluate your current CEFR level
- Select clear CEFR targets
- Use:
- π Free online resources
- π§βπ€βπ§ Study groups
- π Instructor-guided materials
Update your ELP Biography and Dossier regularlyβand record major milestones in your Language Passport.
πΉ Online Self-Access Language Learning (SALL)
Self-Access Language Learning (SALL) is one of the most common forms of ILL today. Learners use online platforms, apps, and digital resources to guide their studies.
π‘ A leading example is Kanda University of International Studies (KUIS) in Japan.
In 2010, KUIS launched the SiSAL Journal:
π sisaljournal.org/issues
SALL is now integrated into many university ILL programs worldwide.
πΉ How Is ILL Used Today?
Modern ILL enhances learning through:
- π ELP-based reflection
- π» Online platforms and technology
- π AI tools and learning apps
- π§ University ILL centers with guided programs
Some universities even award course credit for self-directed learning combined with proficiency exams.
πΉ JBK / AOK and the Future of ILL
At JBK English and through my platform AOK, my goals are to:
- π Expand open access to Independent Language Learning
- π€ Encourage global organizations (e.g., UNICEF) to support ILL platforms
- π Help adults continue language learning beyond formal education
I believe everyone deserves the tools to learn independently in a multilingual world.
